Led by the re-elected former minister Jean Arthuis, serving for an additional three years as the president of the association, the collective of Euro App Mobility’s VET centers and training institution partners welcomed new members attending the general meeting for the first time. Representing professional branches, consular chambers, public and private higher education and the craft sector, the association’s members were invited to attend the signing ceremony for a new framework agreement with the French Ministry of Labor. Reflecting on the positive results of the first contractual year, the Minister announced a 25% increase in the funding granted to the association for developing apprentice mobility and internationalizing apprenticeship paths. Carole Grandjean reminded participants that these priorities are “part of the educational roadmap set out by the French Presidency of the Council of the European Union in the first half of 2022”.

Consolidating the role of mobility officers.

Highlighting the driving role played by EAM, “systematically involved in discussions on the issue of alternance”, the Minister thanked the association for working to build lasting relationships between companies and VET centers in Europe, and for mobilizing education and vocational training networks around the shared ambition to develop long-term mobility for apprentices. She also addressed the mobility referents of the Mona (Mon apprentissage en Europe) consortium, winner of AMI CMA of Plan France 2030, who were at a working seminar, to inform them that the new agreement placed the consolidation of their function within VET centers at the top of the objectives set for the association between now and 2026.  Thanks to the European Social Fund (ESF+), the aim is to ensure their professionalization within the framework of a modular training program developed under the aegis of the Erasmsus+France agency. Renamed MOBLT, this 5-skill curriculum will now be managed and enriched by EAM, as announced by Nelly Fesseau and Jean Arthuis, on the occasion of the signing of the collaboration agreement linking the association’s agenda.

Promoting opportunities and developing European partnerships

The Director of Erasmus+ France has announced that her institution is working more closely with EAM to promote apprentice mobility. Under the new agreement, EAM will co-host the event organized by the agency on November 13 in Bordeaux, a meeting of European apprenticeship network heads aimed at developing partnerships between European training organizations. Jean Arthuis has also committed the association to promoting the opportunities offered by the Erasmus+ 2021-2027 program, notably through the agency’s operations such as #ErasmusDays (October 9-14) and the new Erasmus+ Ambassadors network.

On-line platform for connecting players

In the spirit of recommendation no. 10 of IGAS report 2022-042R for “the development of European mobility for apprentices”, EAM has also made a commitment to the Minister to put a platform online as early as 2023 to match requests and offers of apprenticeship places abroad. Placing the logic of reciprocity at the heart of the system, the Moving Skills tool will be fed by apprentice training centers, companies and mobility candidates. The Erasmus+France agency will support the promotion of this platform in Europe.
