Thanks to the Erasmus+ programme, the 20,000 apprentices who went abroad under this scheme discovered other professional practices and gained transversal and language skills. Training centres found it a lever for transforming their teaching, and employers an asset for attracting and showcasing talent, at a time of skilled labour shortages across Europe.<\/p><p dir=\"ltr\">\u00a0<\/p><p dir=\"ltr\">The diagnosis is clear: long-term mobility of at least two months strengthens young people\u2019s professional and personal potential, business competitiveness and economic growth. It also brings European values to life. And contrary to some common assumptions, it is achievable.<\/p><p dir=\"ltr\">\u00a0<\/p><p dir=\"ltr\">The text was also enriched by proposals from employers committed to the internationalisation of apprenticeships, and from European apprentices who met the day before at the FIAP Jean Monnet. The apprentices set out their recommendations in a separate document, the Apprentices\u2019 Declaration.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-139a379 elementor-widget elementor-widget-text-editor\" data-id=\"139a379\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p dir=\"ltr\">Their main messages include:<\/p><p dir=\"ltr\">\u00a0<\/p><ul><li dir=\"ltr\"><strong>Financial conditions:<\/strong> they stress that a better-funded Erasmus+ grant supports higher-quality cultural immersion, and call for improved access to transport and housing.<\/li><li dir=\"ltr\"><strong>Skills and employers:<\/strong> they recommend that every mobility be prepared in advance, in close cooperation with the apprentice training centre (CFA) and the companies, and that former apprentices share their experiences to inspire those who follow.<\/li><li dir=\"ltr\"><strong>Languages and cultural differences:<\/strong> they report that mobility helps them step out of their comfort zone and gain both skills and confidence, and propose creating practical information tools and platforms for sharing experiences.<\/li><li dir=\"ltr\"><strong>Professional development:<\/strong> they call for placements to match each apprentice\u2019s trade as closely as possible.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-af21e50 elementor-widget elementor-widget-heading\" data-id=\"af21e50\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Four areas of concern<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7d0cb80 elementor-widget elementor-widget-text-editor\" data-id=\"7d0cb80\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>While momentum is building, the declaration identifies four areas that require specific responses:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-fb641ee elementor-widget elementor-widget-text-editor\" data-id=\"fb641ee\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<ol dir=\"ltr\"><li>Access for apprentices at levels 3, 4 and 5, which requires joint support from training providers, employers and public authorities to overcome young people\u2019s hesitations;<\/li><li>Cooperation between mobility stakeholders, which must be stepped up to better connect European ecosystems;<\/li><li>Reciprocity, by raising awareness of training systems across borders in order to balance outgoing and incoming mobility and foster the recognition of qualifications;<\/li><li>Convergence of national legal frameworks, to make it easier to open pathways internationally.<\/li><\/ol>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4c01029 elementor-widget elementor-widget-text-editor\" data-id=\"4c01029\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>Finally, the declaration emphasises that the European Apprenticeship Area depends on employer buy-in, and calls for the momentum created by the Employers\u2019 Clubs to be structured at European level.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c3e49d7 elementor-widget elementor-widget-heading\" data-id=\"c3e49d7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Seven recommendations for the European Apprenticeship Area<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a44573e elementor-widget elementor-widget-text-editor\" data-id=\"a44573e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p dir=\"ltr\">The signatories call for:<\/p><p dir=\"ltr\">\u00a0<\/p><ol dir=\"ltr\"><li>The professionalisation of, and support for, staff responsible for apprentice mobility;<\/li><li>Close cooperation among all stakeholders across borders, following the example of the European Coalition for Apprentice Mobility (ECAM);<\/li><li>The roll-out of employers\u2019 clubs for apprentice mobility across European countries and regions;<\/li><li>The recognition of learning outcomes from mobility when certifications and diplomas are awarded in the home country;<\/li><li>Convergence of national frameworks to facilitate outgoing and incoming mobility, particularly for levels 3, 4 and 5;<\/li><li>Sufficient Erasmus+ funding under the 2028\u20132034 Multiannual Financial Framework to reach the European target of 12%;<\/li><li>Recognition of the international mobility of apprentices in the future European strategy for vocational education and training.<\/li><\/ol>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e4f67bb elementor-widget elementor-widget-heading\" data-id=\"e4f67bb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">A European moment to seize<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8a51395 elementor-widget elementor-widget-text-editor\" data-id=\"8a51395\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p dir=\"ltr\">The declaration comes at a favourable time: the European Commission\u2019s ambition for a \u201cUnion of Skills,\u201d and the Council Recommendation \u201cEurope on the Move\u201d of 13 May 2024, which aims for 12% of vocational learners to take part in mobility by 2030. All these developments call for a genuine European strategy for vocational education and training.<\/p><p dir=\"ltr\">\u00a0<\/p><p dir=\"ltr\">As the declaration puts it, international mobility
